According to Reuters, with five weeks remaining before the UK exits the EU, politicians and diplomats are still negotiating the terms.
Although British Prime Minister Theresa May returns to Brussels for another round of talks, the likelihood of a deal being set in stone is low.
British lawmakers want a legal compromise over the border between Ireland and Northern Ireland, since the insurance policy backstop has been a point of contention.
But officials with the European Union have refused to renegotiated the withdrawal agreement.
Instead, Prime Minister May is seeking new assurances from the EU for the temporary Irish backstop to win enough support in parliament to pass her government's Brexit deal.
