Theresa May says nearly three years have passed since the public voted to leave.

"I came to office on a promise to deliver the result of the referendum," she says.

Two years on, MPs have been unable to implement this result, she says, and "as a result we will not be able to leave on time".

"This is a great personal regret for me."
