The Rhode Island Chapter of the American Red Cross says it's staffed and ready for whatever Earl may bring. We're told they are prepared to open shelters in several communities, if it becomes necessary --- including Cranston, Middletown, Narragansett, Portsmouth, Tiverton, and Westerly.
