Many are shocked by the damage from Hurricane Harvey, the most extreme rain event and costliest natural disaster in US history. However, journalists and scientists predicted that the Southern Texan coast would be increasingly vulnerable storms because of climate change and the lack of zoning laws in America’s fourth largest city, Houston. But instead of discussing this horrible prediction, CNBC invites the disgraced former FEMA head Michael Brown on to talk relief. His plan would lead us right back where we started: unprepared. Correspondent Naomi Karavani gives her report on the lessons of Hurricane Harvey.
