Putin Makes Offer To Japan To Formally End World War II

Russian President Vladimir Putin has offered to Japan to finally formally end World War II. Business Insider reports Putin said he would sign a peace treaty before the end of the year "without any preconditions" to settle a territorial dispute regarding four islands at the southern end of the Kuril chain, which stretches between the northern Japanese island of Hokkaido and the Kamchatka Peninsula in eastern Russia. Russia occupied the islands at the end of World War II and the fighting stopped, but the two countries never signed a peace treaty. Putin said a deal could "facilitate the solution of all the problems which we have not been able to solve during the past 70 years." Japanese President Shinzo Abe said, "We are both fully aware that it will not be easy."
