Broadcasting Cable reports Democratic Senator of Virginia Mark Warner plans to call for a new U.S. "cyber doctrine" in what is being called a "major address" on Friday, December 7. Warner is set to speak Friday at the Center for a New American Security on the anniversary of Pearl Harbor. As vice chair of the Senate Intelligence Committee, Warner has been a leader within the investigation into Russian election-interference and has called for stronger defenses against cyberattacks. His office is calling his plan a "'whole-of-society' doctrine to respond to the cyber and misinformation threats facing our nation." It said in a statement, "Russia’s interference in the 2016 election, relying on a hybrid strategy of conventional cyber-theft, weaponized leaks, and wide-scale social media disinformation, marked a turning point in how we understand the threat landscape."
