A top State Department official testified before the House Foreign Affairs Committee on Wednesday concerning the Trump administration’s declaration of a “national emergency” to sell more than $8 billion worth of weapons to Saudi Arabia, largely seen as a pretext to circumvent the need for congressional approval.
