President Biden addresses joint session of Congress

President Biden gave his first speech before a joint session of Congress on the eve of his 100th day in office. Mr. Biden previewed more of his legislative agenda, including a proposal for a tax and spending bill focused on health care, child care and education.

The address was not an official State of the Union because a president's first speech before Congress is not considered a State of the Union. The event also made history, as two women — Vice President Kamala Harris and House Speaker Nancy Pelosi — flanked an American president on the dais of the House Chamber for the first time.

Senator Tim Scott delivered the Republican response to Mr. Biden's address.
